We spoke about proactive vs. reactive engagements to crime in an old blog post, discussing the differences between how crime is addressed from an organizational perspective. We talked especially about the reactive nature of law enforcement as an organization and how, legally, police officers have no legal obligation to protect you (an individual citizen).
